There are a bunch more claims on the site but in the end, it's a way to access the web and pretend you're coming from somewhere you're not.
Beyond the obvious security uses, it's a way to access web sites that have geographic limits imposed on them. For example, I use it to watch BBC's iPlayer in the US.
